On Friday March 18, 2022 the CASA Manual was officially adopted in El Salvador!
Armando Bukele Kattan (father of President Najib Bukele) developed and convinced the U.S. Congress and the Congress in El Salvador to adopt the Codes and Safety for the Americas (CASA) Act in 2002, right after the Santa Tecla Earthquake. This law establishes building code training and mandates the U.S. to build to U.S. building code standards in any country the U.S. provides money for building. Armando represented Kiwanis International and Airline Ambassadors as country director.
Dave Rivard served as the AAI Country Director in Haiti after the earthquake in 2010 where AAI became implementing partner to UNICEF and MINUSTAH (UN Stabilization Force in Haiti) to re-build safehouses and police campuses throughout that country. Over the course of this project, his engineering teams, led by engineers Claude Bazile and Virgil Pierrissaint, who provided CASA Training to over 140 engineers in Haiti, visited El Salvador this week to implement the CASA Program in El Salvador and organize a technical exchange program which will immensly help Haiti institutionalize building codes.
